Paloma Aba Garrote, Director, CINEA, European Commission Paloma Aba Garrote is the Director of the European Climate, Infrastructure and Environment Executive Agency (CINEA), established by the European Commission to implement EU funding programmes boosting green growth and clean industry in Europe.
Paloma’s career spans more than 20 years in the European Commission and has included work on EU budget related to several EU policies. Before assuming the role of Director in 2023, she was Head of Department for Programme Support and Resources at CINEA. Her career started at Directorate-General for Enlargement and advanced through leadership roles at the Directorates-General for Energy and for Mobility and Transport. Prior to joining the European Commission, she worked in export and project finance, and in corporate banking in Spain.
Paloma holds a Master of Business Administration from IESE Business School, University of Navarra.

Emanuele joined European Aluminium in June 2019. He is currently leading the regulatory and advocacy work on EU energy and climate policy, with a focus on the EU ETS, CBAM, State Aid, competitiveness and decarbonisation policies affecting the aluminium value chain. He previously worked in Brussels at Weber Shandwick, a global public affairs and communications agency, on climate and energy, circular economy and sustainable finance policies. He started his career in Brussels with an internship at DODS EU Monitoring, followed by the Bluebook traineeship within the Secretariat General at the EU Commission. Emanuele holds a master’s degree in European Political and Administrative Studies from the College of Europe in Bruges and in International Relations from the University of Genoa, Italy.
Gabriele Favaro, Senior Policy Manager, Information Technology Industry Council (ITIC) Gabriele Favaro is a Policy Manager at ITI – the Information Technology Industry Council, where he leads EU policy work on digital infrastructure and sustainability. His work spans connectivity, data centers, AI and energy, and circular economy policies impacting the ICT sector. He represents ITI in engagements with EU institutions on key legislative and regulatory initiatives shaping Europe’s digital and green transitions. Previously, Gabriele worked at CECIMO, the European Association of Manufacturing Technologies, focusing on digital and sustainability policies.
