Thomas Pellerin-Carlin is a French MEP (Place Publique, S&D) elected in 2024. Before joining the European Parliament, Thomas worked as a researcher and research director, specialising in EU energy and climate policy, at the Institute for Climate Economics (I4CE) (2022-2024) and the Jacques Delors Institute (2015-2022). He also worked in academia at the College of Europe (2013-2015) and the French National administration (2012). Parallel to his civilian work, Thomas served as a French Army Reserve Officer (2016-2021).
Thomas holds a MA from the College of Europe’s Master in European Political and Administrative Studies (2012-2013, Václav Havel Promotion) and an MA from Sciences-Po Lille (2007-2012, George Orwell Promotion), In addition to his native French, Thomas is fluent in English and Italian. An expert on energy and climate issues, he continues to teach at Sciences Po in Paris and at the College of Europe’s Energy Union Training Programme in Bruges.

Alexandre Paquot currently leads the Innovation for Clean Growth and Low Carbon Economy directorate in DG CLIMA at the European Commission, in charge of the development and deployment of innovative climate-friendly, innovative and resilient solutions fit for the transition to a climate-neutral economy by 2050. It contributes to activities relating to the development and deployment of keys with a low, zero or net-negative impact on the climate, in particular relating to energy production and use, industrial, digital and food system technologies, including emission removals from land.
Formerly, he was the Head of Unit of the Road Transport Unit in charge of the CO2 emission standards from cars and heavy-duty vehicles and also the Head of Unit on Monitoring, Reporting & Verification, supporting the evaluation of climate policy. He also served as an Assistant to the Director-General. Prior to this, he occupied several functions in DG ENV in the field of industrial emissions and waste management.
Since May 2022 he is the Director in charge of Circular Economy in the European Commission’s Directorate-General for Environment.
Between January 2014 and April 2022 he worked as the Director in charge of enforcement, cohesion and the European Semester in the same DG. Before that he was the Director for Equality in the Directorate- General for Justice since April 2011, in charge of equality and fight against discrimination, after having been the Director for Fundamental Rights and EU Citizenship within the same DG and in DG Justice, Freedom and Security since June 2009.
He joined the European Commission in 2009. He holds an LL.M. from the University of Illinois (US) and a Ph.D. from the University of Bucharest (RO).

Zubran Solaiman currently serves as the Director for Industry strategy at Bentley Systems. With a career spanning industry strategy, product leadership, and professional services at Bentley Systems, Zubran bridges the gap between digital vision and operational delivery. He also serves on the Board of the World Geospatial Industry Council (WGIC) as elected President. He also co-chairs the Urban Digital Twin Working Group at the Open Geospatial Consortium (OGC), where he champions global standards and cross-sector collaboration. His work empowers cities, asset owners, and engineering firms to unlock value through the use of digital twins, interoperability, and lifecycle intelligence. A passionate advocate for sustainable, data-driven urban futures and a geospatial geek, Zubran brings deep insight and a collaborative mindset to every challenge.
Ms. Rosalinde van der Vlies is the new Director of DG ENER’s Directorate B, responsible for Just Transition, Consumers, Efficiency, and Innovation.
Before this appointment, Ms. van der Vlies served as the Director of the Clean Planet Directorate in the European Commission’s Directorate-General for Research and Innovation. She has also held roles as Head of the Coordination & Interinstitutional Relations Unit and Acting Head of the Communication & Citizens Unit.
Previously, she worked in the Directorate-General for Environment, Directorate-General for Justice and Home Affairs, and in the private office of Janez Potočnik, the European Commissioner for the Environment.
Before joining the European Commission, Ms. van der Vlies worked as a competition lawyer at an international law firm in Brussels and was a part-time lecturer at the Catholic University of Brussels.

As Managing Director for Corporate Development, Michael is responsible for the
company’s growth strategy and international fundraising efforts. Before joining Circular
Materials, Michael cofounded and led a startup to scaleup in the renewable energy space
after 25 years of international executive leadership experiences at Fortune 100 companies
in advanced materials, industrial technology, and financial services.
Cédric GUILLON-LAVOCAT is Deputy Director general at the Ile-de-France Region (Paris Region), in charge of European and International Strategies. He is thus overheading regional development programmes (Structural Funds) as well as decentralised cooperation and European cooperations in the framework of the various partnerships of the Ile-de-France Region in Europe and worldwide. He has been working on European and international funds for over thirty years, notably on vocational training.

Dr. Max Lemke is the Head of Unit for the IoT, mobility, automotive, energy and agriculture unit in the European Commission’s Directorate-General for Communications Networks, Content and Technology (CONNECT). Max has a lead role in the CONNECT team for the Commission’s recently published European Automotive Action plan. He co-ordinates the European Digital Vehicle initiative facilitating pre-competitive collaboration of European vehicle manufacturers and suppliers on the electric, autonomous, connected and service-oriented vehicle of the Future. He focuses particularly on the European Software-defined Vehicle ecosystem and the new opportunities arising from innovative use of generative AI technologies. Further, Max is driving digital innovation initiatives on our smart energy system, focusing particularly on intelligent system-level approaches across renewables, bi-directional electric vehicle charging, and pro-sumers.
Susan is Director of Public Affairs and Sustainability at Ecocem. A Chartered Civil Engineer, Susan joined Ecocem in 2012 and has had a variety of roles in the business, including most recently as Managing Director of the Irish business. Susan previous led the company’s Europe wide sustainability strategy and in her latest role she is focused on policy and engagement that supports and accelerates emission reductions and the delivery of low carbon solutions for the cement and concrete industry.
An advocate for sustainability in construction and women in engineering, Susan is involved in a number of committees and divisions in the Institute of Engineers Ireland and represents the Institute on the Sustainability Cross Action committee within the Construction Sector Group in the Department of Expenditure. In 2022, Susan was appointed to the steering committee of Construct Innovate, the National centre for Research in Construction. She is an Irish Green Building Council ambassador.
Rowan leads Climate Risk and Resilience (CRR) at Howden and sits on the company’s Global Leadership Team. The CRR comprises approximately 100 personnel centrally and embedded across business units and geographies. We help clients to evaluate and derisk their climate related exposures, maintain access to capital and navigate their path towards a resilient, net zero transition.
Rowan has been a pioneer in the field of climate risk and insurance for over 20 years. He led the foundation of the Insurance Development Forum with UN, World Bank and Industry leaders and incubated the award-winning Coalition for Climate Resilient Investment. Previously Rowan served on the board of Willis Re as CEO Analytics and founded the Willis Research Network in 2006.
Beyond insurance Rowan was appointed to the UK Prime Minister’s Council for Science & Technology 2011-2016 and served on the UK Green Finance Task Force. In 2016 he was made CBE for services to the economy for risk, insurance and sustainable growth.
Rowan read Geography at Durham and Bristol Universities and lives and works in London.

Hélène Bussières is Head of the Asset Management Unit in the Directorate General on Financial Markets, Financial Stability and Capital Markets Union (FISMA) in the European Commission. She was previously deputy Head of the Asset Management Unit and deputy Head of the Securities Market Unit, working on MiFID, MAR and the Prospectus Regulation.
Prior to joining the European Commission, Hélène spent 10 years working in different capacities in the private sector, in particular on M&A projects, deal structuring and financing and companies’ listings. She graduated from Sciences Po Paris with a major in economics and finance.

Dr Jane Feehan is the Head of the European Investment Bank’s Transport Policy and Implementation Division, based in Luxembourg. A biologist and forestry engineer by training, Jane worked in several areas of environment policy before joining the EIB in 2008. Throughout her career in the Bank she has worked in several sectors including rural development and forestry and has particular experience in the use of impact funds. She has worked on EIB operations in the EU and globally, and she served as the Head of EIB’s Representation for West and Central Africa based in Cote d’Ivoire for 5 years. Now with EIB’s Transport team, she contributes to the Bank’s commitment to support innovative, sustainable and transformative mobility solutions in the EU and around the world. Before joining the EIB, Jane worked with the European Environment Agency and the Irish Environmental Protection Agency. She hails from Ireland, and has degrees from Oxford University, Imperial College London and Trinity College Dublin.
As Director of Public Affairs and Communications at CEMBUREAU, Cliona Cunningham leads the association’s EU-level engagement on sustainability, climate and energy policy, and industrial innovation. She oversees stakeholder relations, advocacy, media outreach, and strategic communications to support the cement sector’s transition toward climate neutrality and circularity.
Cliona brings extensive experience across corporate and association environments at European level, with a career that bridges multiple industrial sectors — from cement and transport to consumer electronics — all central to Europe’s green and digital transitions. Her cross-sectoral perspective enables her to navigate complex regulatory landscapes and align industry priorities with the EU’s climate and competitiveness agenda.
Łukasz Koliński is Director for Green Transition and Energy System Integration at the Directorate-General for Energy of the European Commission. He was previously Head of Unit for Renewables and Energy System Integration Policy, following his tenure as Head of Unit for economic analysis and financial instruments within the same DG.
Until 2018, he served as Special Adviser on Energy Union to Donald Tusk, President of the European Council and previously advised his predecessor, Herman Van Rompuy.
Between 2005 and 2012, Mr Koliński worked for the European Commission following experience in the private sector.
He holds a master’s degree in economics from Warsaw School of Economics, and a diploma in European studies.

David Fitzsimons is a founding member of the EU Circular Economy Stakeholder Platform and Director of the European Remanufacturing Council. Based in Brussels, he is contributing to product ecodesign policies and developing proposals for the forthcoming EU Circular Economy Act. He is a member of the WBCSD technical group for CTI metrics and a member of the World Economic Forum ‘Circular Transformation of Industries’ group.
Simon Gresset is Senior Advocacy Expert on the circular economy at ICLEI Europe – Local Governments for Sustainability. With extensive experience spanning local government and his current work at ICLEI Europe, Simon brings deep expertise in embedding circularity into urban systems. Through European projects or initiatives like the Circular Cities Declaration, Simon creates connections between cities, advises and supports implementation efforts, and highlights the crucial role that cities play in driving the circular transition.
Simon also coordinates advocacy activities on the circular economy , recently with the publication of a policy brief with the Circular Cities Frontrunner group—an informal group of cities set up by the city of Amsterdam—and previously with an open letter sent to Members of the European Parliament following the elections. Simon also represents ICLEI Europe within key EU initiatives like the European Circular Economy Stakeholder Platform or the Circular Cities and Regions Initiative.
CEMBUREAU, the European Cement Association, is the representative organisation of the cement industry in Europe. Based in Brussels, we act as spokesperson for the cement industry before the EU institutions and other public authorities, and communicate the industry’s views on all issues and policy developments regarding technical, environmental, energy, employee health and safety and sustainability issues.
Circular Materials is an innovative deep tech scale-up focused on the low carbon intensity recovery of strategic metals and critical raw materials from industrial wastewater. The company has developed and patented a Supercritical Water Precipitation (SWaP) technology platform, supported by proprietary processes, that achieves over 99% recovery rates while eliminating the production of toxic sludges and significantly reducing the environmental impact typically associated with mining and waste management practices, including harmful emissions.
In March 2025, the European Commission selected Circular Materials as a Strategic Project
under the Critical Raw Materials Act (CRMA), recognizing the company’s key role in building a sustainable alternative to conventional mining and strengthening supply chain resiliency for the region.

Critical Raw Materials (CRM) are the building blocks of Europe’s sustainable and digital future. They are key components in technologies vital for decarbonization and clean energy, and help to strengthen economic security and competitiveness. Certain technologies and solutions play a strategic and enabling role in supporting the extraction of CRMs more responsibly and sustainably. By providing the tools, platforms and innovations, companies can support faster, cleaner and smarter extraction of domestic CRMs in Europe.

Lower energy prices and fit-for-purpose infrastructure are cornerstones of Europe’s competitiveness and climate action goals. In February, the Commission presented an Action Plan for Affordable Energy aimed at strengthening the Energy Union, attracting investments and lowering energy costs for all.

AI can support Europe’s climate and competitiveness goals by mitigating GHG emissions and boosting the economy. Accelerating the adoption of AI during the Commission’s new mandate will help fast-track progress towards its 2050 climate goals. However, to fully realise the potential of AI for both its competitiveness and sustainability agenda, the EU must establish frameworks that supports affordable and accessible infrastructure, interoperability, and fosters the necessary skills.

From Air, Road, Rail and Maritime Transport to Intelligent Transport Systems, Transport is an essential part of our lives. The Transportation industry plays a significant role in shaping Europe’s economic and sustainable agenda.
